Problematical substances in the waste cycle (nonylphenol) (Adverse effects in the aquatic environment).
Goals: High priority is assigned to special action on these substances.
Restrictions on these substances are desired because of their concentrations found in, and their impact on, the environment in connection with the use of residuals, such as slags, compost and sludge.
Classification: Not yet on the List of Dangerous Substances.

Activities: Mapping the occurrence and fate of a selected substance (nonylphenol) in all media of the environment within a geographically demarcated area. National Environmental Research Institute project on substances alien to the environment. Expected date of completion: 2000.
Study of long-term effects in sludge and a study of absorption of the substance by plants from sludge (nonylphenol). Sludge project at VKI (a Danish institute for the water environment) and Risø. Expected date of completion: 1998.
Action plan for phase-out expected to be ready during 1998.
Nonylphenol is included in the proposal for the revised national surveillance programme for the aquatic environment in the following media: waste water, sludge, rainwater, selected industrial effluents, surface groundwater, groundwater, lakes, watercourses and marine areas.
Octylphenol is included in the proposal for the revised national surveillance programme for the aquatic environment, in the following media: waste water, sludge, rainwater and selected industrial effluents.
Nonylphenol is undergoing risk assessment in the EU, including assessment of how this substance should be classified. Reporting state: England.

Arsenic and arsenic compounds

Reason for selection: Problematical substances in the waste cycle.
Goals: High priority is assigned to special action on these substances.
Restrictions on these substances are desired because of their concentrations found in, and their impact on, the environment in connection with the use of residuals, such as slags, compost and sludge.
Classification /37/: Arsenic: toxic (R23/25)
Arsenic compounds, with the exception of those mentioned below: toxic (R23/25) in concentrations of equal to or greater than 0.2%. Harmful to the health down to 0.1%.
Arsenic pentoxide: carcinogenic (Carc1; R45) and toxic (R23/25).
Arsenic acid and its salts: carcinogenic (Carc1; R45) and toxic (R23/25).
Arsenic trioxide: carcinogenic (Carc1; R45), very toxic (R28) and corrosive (R34).
Arsine: very toxic (R28), harmful to the health (R48/20), extremely flammable (R12) and hazardous to environment (R50/53).

Activities: Prohibition of the importation, sale and use of wood impregnated with chemical substances or products containing arsenic compounds.
Ministry of Environment and Energy Statutory Order No. 811 of 30 October 1997.
The intention is to sort products containing these substances out of the waste stream with a view to special waste treatment.
Arsenic is included in the proposal for the revised national surveillance programme for the aquatic environment, in the following media: waste water, sludge, rainwater, selected industrial effluents, surface groundwater, groundwater, lakes, watercourses and air.
Prohibition or restrictions on the use of arsenic acid are being considered in the EU.
Arsenic and arsenic compounds, with the exception of arsine, are undergoing classification as environmental hazards in the EU.
