Reason for selection: Problematical substances in the waste cycle.
High priority in the marine environment.
Goals: High priority is assigned to special action on these substances.
Restrictions on heavy metals are desired because of their harmful effects on the health and the environment. No knowledge of substitution alternatives is available for certain areas of application, and work is needed to find technically and economically feasible alternatives in the future.
Restrictions on these substances are desired because of their impact on the health and the environment in connection with the use of residuals, such as slags, compost and sludge.
Classification /37/: Cadmium chloride: carcinogenic (Carc2; R45) and toxic (R48/23/25).
Cadmium cyanide: very toxic (R26/27/28), danger of cumulative effects after repeated use (R33), a highly toxic gas is evolved by contact with acids (R32) and there is the possibility of irreversible effects on the health (R40). Harmful to the health down to 0.1%.
Cadmium fluoride, cadmium formiate, cadmium hexafluorosilicate and cadmium iodide: toxic (R23/25), danger of cumulative effects after repeated use (R33) and there is the possibility of irreversible effects on the health (R40). Harmful to the health down to 0.1%.
Cadmium oxide and cadmium sulphate: carcinogenic (Carc2; R49), harmful to the health (R22) and toxic (R48/23/25).
Cadmium sulphide: carcinogenic (Carc3; R40), harmful to the health (R22) and toxic (R48/23/25). Harmful to the health down to 0.1%.
Other cadmium compounds: harmful to the health (R20/21/22).

Activities: Cadmium is included in the proposal for the revised national surveillance programme for the aquatic environment, in the following media: waste water, sludge, rainwater. selected industrial effluents, surface groundwater, groundwater, lakes, watercourses, marine areas and air.
The intention is to sort products containing these substances out of the waste stream with a view to special waste treatment.
The Commission of the European Community has presented proposals for phasing out the use of cadmium in batteries.
In the EU, prohibitions or restrictions on use are being considered for: cadmium sulphide, cadmium mercury sulphide, cadmium stearate, cadmium dilaurate, cadmium zinc sulphide yellow, cadmium sulphoselenide orange and cadmium sulphoselenide red.
Cadmium and cadmium oxide are undergoing risk assessment in the EU. Reporting state: Belgium.

Calcium chromate, strontium chromate: carcinogenic (Carc2; R45), harmful to the health (R22) and harmful to the environment (R50/53).
Chromium(VI) compounds, with the exception of barium chromate and the substances mentioned below: carcinogenic (Carc2; R49) sensitising (R43) and harmful to the environment (R50/53).
Chromium trioxide: carcinogenic (Carc1; R49), toxic (R25), corrosive (R35), sensitising (R43) combustible (R8) and harmful to the environment (R50/53).
Chromyl dichloride: carcinogenic (Carc2; R49). mutagenic (Mut2, R46), corrosive (R35), sensitising (R43) down to 0.5%, as well as combustible (R8) and harmful to the environment (R50/53).
