Commercial and Industrial Waste and Selected Waste Flows

A Position Paper

Abstract
The Position Paper focuses on industrial and commercial waste and on residues from incineration plants, and presents four major challenges: waste quantities, recycling, hazardous waste, and environmental contaminants. Seven priority areas are suggested for special initiatives to meet the challenges, with special focus on:

Sectors with hazardous waste and environmental contaminants in waste, possible introduction of national requirements for management of contaminated waste - for instance electronic products, scrap iron and metal waste, impregnated wood and PVC.

The waste tax instrument must be used even more actively to reduce waste quantities, and waste must be considered more as discharge. The market for waste and the development of recovering technologies must be strengthened, and recycling of waste suitable for incineration must be increased.
