Abstract
This report presents a set of concrete tools that can be used to quantify households' affordability and willingness to pay for water and wastewater services. The tools are intended for use in the preparation of major investments in the water and wastewater sector. The report includes tools for both public - private partnerships and traditional investment projects. This part of the report is Volume I Main Text.
