Rapporten beskriver en dataindsamlingsstrategi baseret på en forståelse for årsagerne til variation i de teknologiske, geografiske og tidsmæssige aspekter af de processer der indgår i en livscyklusvurdering. Formålet med en dataindsamlingsstrategi er at prioritere dataindsamlingen således at de nødvendige data fremskaffes i en tilstrækkelig kvalitet med den mindst mulige indsats.
