Abstract:
The Stockholm Convention entered into force on 17 May 2004. The Convention regulates 12 substances. 9 of the substances are subject to elimination of production and use, import and export. One substance, DDT, is subject to restriction. Moreover the unintentional emissions of four substances shall be reduced with the aim to eliminate them; dioxin, furans, hexachlorobenzene and polychlorinated biphenyls. According to the Stockholm Convention, article 7, a national implementation plan must be submitted within 2 year from the entry into force of the Convention for that Party. Since production and use of the covered substances has ceased since long, the implementation plan focuses on measures to reduce emissions of unintentionally produced by-products. The implementation plan therefore includes a separate plan for the reduction of the unintentionally produced substances.

Stockholmkonventionen trådte i kraft den 17. maj 2004. Konventionen regulerer 12 stoffer. De 9 af stofferne er omfattet af forbud mod produktion og anvendelse, import og eksport. Et stof, DDT, er omfattet af begrænsning. Derudover skal udslippet af følgende fire stoffer, som er utilsigtede biprodukter, søges nedbragt med henblik på eliminering; dioxin, furaner (omtalt fælles som dioxiner), hexachlorbenzen og polychlorerede biphenyler. Ifølge Stockholmkonventionens artikel 7 skal der inden 2 år efter konventionens ikrafttræden for en given part udarbejdes og indsendes en national implementeringsplan (NIP). Da produktion og brug af de omfattede stoffer for længst er ophørt i Danmark, fokuserer implementeringsplanen på tiltag til reduktion af udslip af de utilsigtede biprodukter. Implementeringsplanen indeholder derfor en særlig plan for reduktion af de utilsigtede biprodukter.
