Abstract
Denmarks Environmental Assistance to Eastern Europe 1991-1996, an assessment of
project achievements, environmental policy performance and the role of foreign assistance.

PLS Consult and KPMG:
The report is a summary and synthesis of the results of the external evaluation of the
Danish Environmental Support Fund for Eastern Europe (DESF) initiated by the Danish
Environmental Protection Agency (DEPA) in 1997. It provides the principles for
environmental assistance in the period 1991-96 and contains a description and assessment
of the projects supported under DESF during this period. Furthermore, the report contains
a description of the co-operation between DEPA and 8 selected countries in Eastern Europe.
Finally, it provides a synthesis of key issues and problems as well as recommendations for
future activities and improvements in the existing framework for Danish environmental
assistance to Eastern Europe.
