Summary

Background

An assessment on the basis of two follow-up reports of experience carried out for the Danish Environmental Protection Agency (Danish Environmental Protection Agency 2000 and 2006a) and DMR's (Danish Environmental Consultancy) general experience with consultancy shows that documentation of in-situ dredging of soil pollution is often inadequate. This means that it is possible that a number of locations have not been dredged as required when in-situ cases are completed.

Objectives

Therefore the objective of this report is to suggest some guidelines for local authorities to use in their case processing and in relation to property developers, consultants and contractors when setting a fair level of documentation in cases with in-situ dredging soil pollution.

Typical case

Chapter 2 of the report gives a general review of the process of a typical case in relation to in-situ dredging of soil pollution.

Monitoring

Following this, there are suggestions for guidelines for sampling strategy and documentation in continuous monitoring (Chapter 3) and in final monitoring (Chapter 4).

Case types and checklists

Appendix A gives a general review of the role of the authorities in three different case types: public dredging, private voluntary dredging and orders. Appendix B presents checklists for each of the three case types that may be used in managing cases concerning in-situ dredging of soil pollution. The checklists refer to relevant sections of the report.

In-situ methods

Appendix C gives a general review of different in-situ methods that may be used for dredging soil pollution.
