Survey of Chemical Substances in Consumer Products no. 56, 2005
Survey of chemical substances in toys for animals
Abstract Toys for animals often have the same appearance as toys for children, but there are no requirements for the content of hazardous components in toys for animals, thus there is a risk that children playing with these toys may be exposed to hazardous components. 50 pieces of toys made of PVC, rubber and textiles were investigated. The PVC-toys all had a content of phthalates between 11 and 54%, a content over the permitted amount in toys for children. No content of azo-colourants, brominated flame retardants or heavy metals was found in amounts exceeding the requirements for toys for children.

Corrigenda to report entitled "Mapping of chemical substances in toys
for animals"
In the introduction, page 11, 3rd paragraph "toys meant for animals do
not have to comply…." to be deleted and replaced by:
Toys meant for animals do not have to comply with the general safety
requirements that apply to children’s toys. Toys for animals may, however, be
subject to a provision in the Statutory Order banning phthalates in toys for
children aged 0 – 3 and in certain childcare articles. This provision bans
phthalates in products which may be expected to be used as toys by children aged
between 0 – 3 years because of the construction and design of the product,
hereunder choice of subject matter. Phthalates are used, amongst other things,
as softeners in plastic. A screening for PVC which often contains phthalates has
therefore already been made in the first phase of the study.
