Verification of the Quantity of Tinplate Packaging on the Danish Market

 

Summary

The purpose of this report is to verify the quantity of tinplate packaging that has been calculated in the Danish survey of the supply of packaging. During the past seven years the Danish Environmental Protection Agency has carried out a survey of the packaging supply. In this survey the total supply of packaging is divided into 20 different groups of packaging materials. The calculation of the packaging supply is used to investigate how Denmark complies with the regulations in the EU directive on packaging and packaging waste.

The association of tinplate packaging producers in Denmark has raised some doubt about the calculated quantity of tinplate packaging. Therefore, this study was undertaken, to verify the quantity of tinplate packaging . The work was carried out by using other sources than the statistical data that has been used in the packaging survey.

In all the years the packaging survey has been accomplished, the quantity of tinplate packaging supply was calculated to be between 18,670 and 44,230 tonnes per year.

The packaging survey is based on material from Statistics Denmark. Firstly, the supply of empty packaging was estimated. Secondly, the net import of filled tinplate packaging from foreign trade was estimated. The sum of these two elements gives the total supply of packaging in Denmark.

To verify the supply of tinplate packaging, the following sources have also been used:

  • Use of tinplate packaging broken down on product groups
  • Survey of the production volumes within the Danish manufactures of tinplate packaging
  • Survey of the sales of products in tinplate packaging in a big grocery retail chain
     
  • Survey of contents of tinplate in the stream of waste
  • Survey of packaging taxes

By using these five other sources, the quantity of tinplate packaging has been recalculated. All five sources give the result that the quantity in the packaging survey was too high. It is the import of filled tinplate packaging that has to be adjusted.

The result of the work has been that the quantity of tinplate packaging for the year 2000 has to be reduced from the first calculated 35,850 tonnes to 29,396 tonnes. Following this reduction, the supply quantity of tinplate packaging in the previous year has been lowered. Based on the new data structure, the quantity of tinplate packaging for the year 2001 has been estimated to be 23,601 tonnes.

The project has shown that the used breakdown of packaging made of ”tinplate” and ”iron a.o.” has not been used stringently. The basic statistics uses a too rough breakdown to ensure an appropriate classification. It is decided in the future to merge these two packaging groups into one named ”Tinplate/steel” packaging.
