Summary and conclusions

Focus and part activities of the evaluation

There is a number of local and regional green networks implemented against the implementation of local and regional activities based on an extended collaboration between enterprises and environmental authorities. Focus was on building up environmental competence, improvement and documentation of environmental conditions, etc.

Under 'Programme for cleaner products', an evaluation of regional environmental networks with public and private interaction was implemented in May 2002 in order to illustrate the potentials for an interaction with 'Den Produktorienterede Miljøstrategi (POMS)' ('The Product-orientated Environmental Initiative) and a strategy for Green Market Development in Denmark. The purpose of the evaluation is to provide systematical and substantiated knowledge of Danish networks and their function, including to:

  • map out existing networks
  • describe models for green networks
  • assess the effects of earlier networks
  • uncover critical success factors for networks
  • estimate how networks can be developed
  • estimate possibilities and limits for these networks as an instrument to promote The Product-orientated Environmental Initiative and a strategy for Green Market Development.

The focus of the analysis of the networks' interaction with Green Market Development has been concretised as the interaction with the strategy for Green Market Economy.

The evaluation consisted of the following part activities:

  • Preparation of a catalogue of the existing green networks in which the individual networks are briefly described as regards history, purpose, actors, activities, structure and results.
  • Elaborating interview survey of those actors not participating in green networks.
  • Preparation of 6-8 cases on green networks based on detailed survey and implementation of focus group interviews of selected networks.
  • Analysis and reporting.

This memorandum is a catalogue of existing networks. The purpose of the catalogue is to provide a review of existing, local and regional green networks with enterprises and authorities. The screening shall partly provide an overview of the extension of local and regional, green networks and partly capture differences and variations between the networks.

Screening implementation

The catalogue has been prepared on the basis of a screening in Denmark where the background was:

  1. Members of Miljøforum Danmark (Environmental Forum Denmark)
  2. Dogme 2000 (Dogma 2000)
  3. Counties
  4. Local environmental, energy and nature guides
  5. The occupational health service
  6. TIC (the technological information centres)
  7. Private advisory consultancies.

The networks identified in connection with the screening have all been contacted, and based on telephone interviews with network key persons, written material and websites, the individual networks have been described as regards purpose, actors, activities, structure, resources and results. Afterwards, all descriptions have been approved by the networks, and they have all supplemented the descriptions with a self evaluation concerning results and perspectives.

Results of the screening

In the screening of local, regional, green networks 21 environmental networks with participating enterprises and authorities have been identified of which one is in the course of establishment and one has the character of a project seeking to set up as a network. To this must be added 4 other networks in the form of an annual environmental prize, growth groups for evaluation of life cycles, the activities of The Society of Danish Engineers and the umbrella of the networks, Miljøforum Danmark (The Environmental Forum Denmark) (since then set up as Partnerskab for Erhverv og Miljø (Association for Industry and Environment).

There are local and regional networks in most areas in Denmark. Thus, networks have been set up in all counties except for those of Ringkøbing and Frederiksborg, and Frederiksberg district. The object of a project at Bornholm is to set up a permanent network. In nine counties networks have been set up on a county level (and two more are in the process of establishment) with county and local authority as members of the group. In two counties one or more networks exist within parts of the county being organised according to district boundaries.

There is much variation between the networks. The identified networks have since then been integrated in the basis for the development of four network models reflecting differences in the networks' purposes, organisation and participants. The four models are called:

  • Environmental supervision and management
  • Local dialogue on environment
  • Regional, sustainable industrial development
  • Commercialisation of environmental knowledge.

The four models have been described in the concluding evaluation report.
