Summary and conclusions

The present report is the result of a pilot benchmarking project carried out by Danish Environmental Protection Agency and conducted by the consultants Epinion A/S.

The report identifies and specifies benchmarking parameters that can be used in a nation-wide benchmarking of the local environmental inspectorates in the Danish local and regional authorities (municipalities and counties). The parameters chosen are the result of the recommendations of the project steering committee.

Nine benchmarking parameters have been recommended by the project steering committee. The parameters focus on the use of resources in the different aspects of inspection and permitting procedures, the way inspection and enforcement are carried out, and the quality assurance in the inspectorate.

The steering committee also recommends that a web-based benchmarking tool be developed. The purpose of the tool is to facilitate that inspectorates can be compared to relevant benchmarking partners and, thus, to create a learning environment for the involved authorities.
