Summary and conclusions

The panel for professional environment-conscious buyers consists of twelve members from both the public and the private sectors. The Danish Environmental Protection Agency is also a member of the panel. This report is the documentation for the work of the panel 2004-2005.

The panel was originally part of an agreement on green procurement, between the Danish Minister for the Environment Ministry, Local Government Denmark, Danish Regions and the municipalities of Copenhagen and Frederiksberg. The main task of the panel is promoting green procurement by providing tools and information for purchasers and suppliers of goods and services.

The mandate of the panel was to make suggestions on how to advance green procurement including the removal of barriers towards environmental considerations in the procurement process.

The panel has made an action plan that was adopted in June 2004 and implemented in 2004 and 2005. Several activities have been initiated within the panel framework, and the results have been collated on an internet portal on green procurement. www.gronindkobsportal.dk. Among the things that can be found here is a Best Practice guideline on analysing an organisation’s procurement, an instrument to help purchasers meet environmental requirements in calls for tender under the EU procurement directives, a list of true and false statements on green procurement, and a tool for self-evaluation at company level.

Furthermore the panel has carried out a documentation project on the status of green procurement at national level and has entered into dialogue with different trade associations on how to cooperate on promoting green procurement.
