Miljøprojekt, 1147 – Håndbog - Byggetekniske foranstaltninger i forbindelse med byggeri på forurenede lokaliteter

Summary

Environmental authorities often need to assess which methods of remediation are most technically, economically, and environmentally suited to protect either existing buildings or future buildings against unacceptable impacts from soil pollution on the indoor climate.

The overall objective in this project has been to develop a tool (handbook) that can help the environmental authorities with the above- assessments concerning establishment of technical methods for the protection of the indoor climate.

Effective remediation of unacceptable spreading of pollution in the indoor climate in buildings is dependent on a thorough knowledge of the potential distribution mechanisms of the pollutants. Therefore, the handbook contains a general explanation of relevant mechanisms and transport paths for volatile pollutants from soil pollution to the indoor climate in buildings.

The pollution impact on the indoor climate in a building is determined by the type of building construction, the general state of the building, and the physical and chemical properties of the pollutants. Furthermore, the spreading potential is dependent on the magnitude of the pollution and its location under the building.

Decisions on the technical methods of remediation to be established in existing buildings require a thorough knowledge of the structural conditions as these are essential to determine the pollutant distribution in the building. This knowledge is primarily achieved by technical examinations and registration of the potential transport paths. Therefore, the handbook contains a general description of the scope of a technical examination.

The handbook also contains a general classification of buildings according to remedial actions necessary. Remediation category 1 comprises old buildings in poor condition, remediation category 2 comprises buildings in acceptable condition, and remediation category 3 comprises new buildings.

This classification and the technical examination of the individual property, together with the pollution investigations (not described in this project), make up the basis on which to choose the most advantageous remedial solutions.

The handbook gives a general presentation of the following selected technical methods for remediation of existing buildings:

·          Sealing of constructions

·          New floor construction

·          Ventilation under floors

·          Ventilation of basement/crawl space

·          Other remediation activities

Furthermore, the handbook gives a general presentation of the following selected technical methods of remediation for new buildings:

·          Sealing of constructions

·          New floor construction

·          Ventilation under floors

The selected technical remedial measures are considered the most commonly applied techniques. The remedial measures are described in relation to the remediation principle, the required construction work, and the necessary control measures before and during establishment. In the appendix to the handbook, suggestions for checklists for the technical examination and test/control before and during the establishment of the remedial measures are given.
