Evaluering af bilskrotordningen Summary and conclusionsThe objective of the project The objective of this study is to evaluate the "new" Danish vehicle scrapping scheme with the aim to provide documentation to which extend the purpose of the vehicle scrapping law has been fulfilled. The evaluation includes an investigation and an assessment of the efficiency of the vehicle scrapping schemes with respect to the number of end of life vehicles delivered to registered dismantlers as well as the reduction in the number of vehicles abandoned in the public areas and the number of vehicles stored on private properties. The evaluation covers the period from 1 July 2000 where the "new" vehicle scrapping scheme was introduced, and one year ahead. Furthermore, the evaluation only includes those vehicles that are included of the scheme, meaning personal cars and delivery vans up to a total weight of 3.5 tonnes. The evaluation is based on information and data from among others the Danish Statistical Bureau, the Central Motorvehicle Register, Danish Auto Recycling and the Danish Environmental Facility for Vehicles which is managing the vehicle scrapping scheme. The flow of motor vehicles Based on the information gathered the overview of the flow of motor vehicles can be described as shown in fig. 2 below, including numbers of abandoned and stored vehicles, as well as vehicles delivered to dismantlers. The diagram shows the number of vehicles in the different phases of the vehicle flow during the period of investigation. Fig. 2: The net total number of vehicles cancelled from the Central Motorvehicle Register includes at least 20 500 used vehicles that have been exported. This means that the number of end of life vehicles for scrapping is approximately 89 000 vehicles, including 68 500 cars and 5 500 vans. In the same period vehicle scrapping fees have been paid for 62 000 cars and 5 500 vans. After 30 June 2001 it is expected that scrapping fee for another 7 000 vehicles will be paid due to the fact that these vehicles have been cancelled from the Central Motorvehicle Register during the period. Within the period 84 000 vehicles have been scrapped at registered dismantlers, including 4 000 "abandoned" and 12 500 "stored" vehicles. The remaining number of vehicles have been delivered by vehicle owners, vehicle repair workshops and dealers of used vehicles. Scrapping fee has been paid for 67 500 vehicles out of a total of 84 000 vehicles scrapped. The remaining vehicles did not receive scrapping fee most likely because they were cancelled from the Central Motorvehicle Register before the scrapping scheme was introduced. It should be emphasised that the figures for "abandoned" vehicles and "stored" vehicles are rough estimates. Furthermore, it has not been possible to collect reliable data from the non-registered dismantlers, but the number of vehicles scrapped by these dismantlers are considered as low. However, some of the vehicles are abandoned in public areas after dismantling valuable spare part. These vehicles are later on collected by the municipality and brought to a registered dismantler. Conclusion Based on the information collected during the project it is concluded that about 84% of end of life vehicles, that are not exported, are scrapped by registered dismantlers with the payment of scrapping fee. Within the period 91% of cars have been scrapped while only 27% of vans have been scrapped by registered dismantlers. With regard to "abandoned" vehicles in Copenhagen the number seems to have been reduced, while this is not likely to be the case in the country as a whole. However, the figures must be considered as indicative as there are no comprehensive register of these vehicles. Furthermore, the actual number of abandoned vehicles is lower than the above mentioned, because some of the abandoned vehicles provisionally are cancelled from the Central Motorvehicle Register. A considerable number of vehicles are stored in gardens etc. Based on the collected data it is estimated that around 50 000 vehicles are stored, and that about 12 500 of them have been scrapped during the investigation period. There seems to be a tendency that more vehicles are sent to dismantlers in municipalities, where information about the "new" vehicle scrapping scheme has been disseminated.
